I think it's fair to give them ten floggers. The rest will be paper strength. They will have a much more capable air force than historically because I'm going by Wikipedia.

Libyan forces for Operation Odyssey Dawn from The Military Balance 2010 & 2011
-first two page images 2010, rest 2011. I wasn't sure if the Libyan forces would show the effect of operations in 2011 so I included 2010

Great information. That's a lot of forces. If Libya has 7 blinders it could sink a carrier. I was thinking of not including the blinders because they were never operational after chad and never fired cruise missiles. If you want I can add them.

The western carriers come with tomcats in the game. But excluding that if we go by the paper forces then the Libyan Air Force would be extremely strong, combined with its air defenses. Historically it was nothing.

There were approximately 7 floggers destroyed (5 on the ground by France and 2 by air defenses), which I am using as the Libyan strength.

Well I would wish that your scenario would be a playable challenge, while learning a bit of history. I suppose I would rather enjoy playing against Libya's paper strength maybe a couple blinders and even by some miracle they got a sub or two working. Have you done anything with random groups? Maybe each time you play the scenario these things might be different?

That's a good idea. The random groups only work for surface vessels but I will implement them. Certainly plausible they could put a sub together and some missile boats, which will kill a carrier if you're not paying attention.

As a challenge you should try to accomplish the objectives as fast as they historically did. The mavericks in the game are actually 15 mile range, JSOW kind of weapons. Anyone can kill sams from far away, the challenge is getting it done quickly and prioritizing. In reality they did not have hundreds of JSOWs with perfect detection of SAMs and it would be harder.

I agree with the idea to make a challenging scenario based on paper strength (the strength listed in sources). Libya will have a real Air Force in that case.

Just to show how sams work in the game, I made a scenario a while ago.

The sa 6 in the game has a ten mile range. To simulate grumbles you need to use a Russian cruiser (on land!) and use the naval sams. The Russian air defenses become much more capable, extremely hard to engage.

So far I have not needed to make any db edits, this is all possible within the game.

Fleet command doesn't actually have ground attack light jets. In the Kabul 1994 scenario I used Vikings. They can at least scout and draw fire.

Closest equivalent to the g2 Galeb I believe would be the a-4m in the game, or just nothing. The g4 Galeb had missile mounts and was a fully capable dogfighter.

I wish there was a way to add the Galeb, but there is no way to just make a plane that does nothing.

I have enough information, I am just adding units now, will take a long time.
