The Tower Bridge's to upper levels were originally intended to allow pedestrians to walk when the bridge was open for ships.

However, people did not want to climb the stairs so the walkways were unused... until prostitutes started using it for their business dealings. It got so bad that the upper walkways were closed in 1910.
