Russian Foreign Minister Sergei Lavrov said that Russia is allegedly ready to discuss proposals to end the war in Ukraine.

Putin: Nuclear risk is rising, but we are not mad

Vladimir Putin has said the threat of a nuclear war was rising, but insisted Russia had not "gone mad" and would not use its nuclear weapons first.

The Russian president insisted that his country would only use weapons of mass destruction in response to an attack.

Speaking at Russia's annual human rights council meeting, he also said the war in Ukraine could be a "lengthy process".

Western officials believe Putin initially planned for a rapid victory.

Russia's capacity to use nuclear weapons has come under increased scrutiny since it invaded Ukraine in February.

"Such a threat is growing, it would be wrong to hide it," Putin warned while talking about the prospect of nuclear war via video link from Moscow.

But he asserted that Russia would "under no circumstances" use the weapons first, and would not threaten anyone with its nuclear arsenal.

"We have not gone mad, we are aware of what nuclear weapons are," he said, adding: "We aren't about to run around the world brandishing this weapon like a razor."

Putin also boasted that Russia had the most modern and advanced nuclear weapons in the world, and contrasted its nuclear strategy to the US - who he said had gone further than Russia by locating its nuclear weapons on other territories.

"We do not have nuclear weapons, including tactical ones, on the territory of other countries, but the Americans do - in Turkey, and in a number of other European countries," he said.

Putin has previously insisted that Russia's nuclear doctrine only allowed for the defensive use of nuclear arms.

Appearing to recognise that his plan to claim victory within days of invading Ukraine had failed, Putin admitted the war could be a "lengthy process".

However, he said the results had already been "significant" - for example, the new territories Russia has illegally claimed after sham-referendums in four regions of Ukraine.

He boasted that the annexations had made the Sea of Azov - which is bordered by south-east Ukraine and south-west Russia - an "internal sea" of Russia, adding that this was an aspiration of Russian Tsar Peter the Great. President Putin has compared himself to the 17th and 18th Century ruler before.

But - despite claiming the regions of Kherson, Zaporizhzhia, Luhansk and Donetsk as Russian territory - Russia does not control large parts of those areas.

Last month, Russian forces were forced to retreat from Kherson city, the only regional capital they had seized since the February invasion.

In the run-up to Wednesday's meeting, 10 members of the council who had expressed doubts about the war were removed. Pro-war replacements were brought in instead.

Subjects to be discussed during the meeting were also heavily vetted beforehand, according to the independent Russian news outlet Vertska.

In recent weeks, Russia's nuclear doctrine has come under close scrutiny on when nuclear arms could be used, in particular a "tactical" weapon that might be unleashed on the battlefield in Ukraine.

A tactical nuclear weapon is for use in combat, as opposed to the larger "strategic" weapons which are designed to cause massive destruction.

"The threat of nuclear war is growing, why hide the truth," - Putin

Russian dictator Vladimir Putin again mentioned nuclear weapons and assured the Russian Federation would never be the first to use them.

This is reported by Censor.NET with reference to RIA Novosti.

"Regarding the threat of nuclear war. Such a threat is growing. Regarding the fact that Russia will not use the first under any circumstances. It will not use the second, either. Because the possibility of use in the event of a nuclear strike on our territory is minimal. However, our strategy of using defense means, and we consider weapons of mass destruction as a means of protection, completely configured around the so-called counter-strike in response. If we are hit, we respond," Putin said.

According to the Russian dictator, Russia did not discuss the possibility of using nuclear weapons.

"We are not out of our minds; we are aware of nuclear weapons. But we are not going to swing these weapons like a razor around the world," he added.

Putin makes extraordinary claim only Russia can protect Ukraine from Polish invasion

According to Vladimir Putin, Poland has grand designs on Ukraine and has made the bold claim that Russia is the country's only saving grace. According to Faytuks News, Putin claims that Russia is the only guarantor of Ukraine's territorial integrity.

It reported on its Twitter account: "Poland wants to seize territories in western Ukraine. Russia could be the only guarantor of Ukraine's territorial integrity, Putin says.

"Nationalist elements in Poland 'sleep and see' in order to take western Ukraine, which Ukraine received thanks to Stalin's decisions after WW2.

"This will be the case, the only real guarantor of Ukraine's territorial integrity within its current borders could be Russia - Putin."

It follows on from news on Tuesday morning, when reports came in that an oil storage tank had exploded near Kursk city in the Bryansk region of Russia.
Roman Starovoyt, the Governor of Kursk, had blamed the attack on a Ukrainian drone, but Ukraine has not taken responsibility for the strike.

The Russian news outlet Baza reported that two drones "fell and exploded three meters from diesel fuel tanks."

AFU do not agree with US on operations and strikes on territory of Russian Federation, - Pentagon

Ukraine does not coordinate with the US possible military operations and strikes on the territory of Russia.

This was stated by Pentagon representative Sabrina Singh at the briefing, Censor.NET reports with reference to Liga.net.

This is how she commented on the recent explosions at the airfields in Engels and Ryazan.

According to the representative of the Pentagon, she cannot say that Kyiv and Washington are constantly communicating about future attacks on the Russians. She noted that the contacts relate to the military aid that Ukraine needs.

"They make decisions on the ground, in terms of targeting, in terms of when they conduct the operation.
We assist in ensuring security. So no, we were not necessarily informed or aware of any strike in Russia," Singh said.

Hungary opposed new package of EU sanctions against Russian Federation, - Financial Times

At a meeting of EU ambassadors, Hungary opposed the planned new package of anti-Russian sanctions.

As Censor.NET reports, this was reported by the Financial Times on Thursday with reference to sources.

"At the meeting of EU ambassadors held yesterday, Hungary, which already vetoed the 18 billion euro aid package for Ukraine on Tuesday, opposed the new package of sanctions against Russia and the proposal to double the EU fund for providing arms to Ukraine and other countries." - says the publication.

Since August 1, 531 ships left the ports of Odesa, which exported 13.3 million tons of Ukrainian food to the countries of Asia, Europe, and Africa.

Russian Federation can end war at least tomorrow if Zelensky wishes, - Peskov

Putin’s spokesman, Dmytro Peskov, said that the war could end tomorrow if Ukrainian President Volodymyr Zelensky desired so.

Oleksii Danilov, Secretary of the National Security Council, commented on the statement of former German Chancellor Angela Merkel, who said that the war in Ukraine "will end with negotiations" because "wars end at the negotiating table."

Merkel also didn't answer when and under what circumstances negotiations could begin.

Putin vows to continue hitting Ukraine's power grid

Vladimir Putin has vowed to continue attacking Ukraine's energy infrastructure despite millions being left without electricity or water.

"Yes, we do that. But who started it?" the Russian president said at an awards ceremony in the Kremlin.

He said that criticism of Russian strikes would "not interfere with our combat missions".

Moscow has been battering Ukraine's power grid since 10 October, following a string of heavy military defeats.

Some Western leaders have called the strategy a war crime, because of the huge amount of damage caused to civilian infrastructure.

But President Putin said that growing global criticism would not stop the strikes.

"There's a lot of noise about our strikes on the energy infrastructure of a neighbouring country. Yes, we do that. But who started it?" he said to recipients of state awards, including the "Hero of Russia" medal.

He said the strikes were in response to a blast on the Russian bridge to annexed Crimea on 8 October. He also accused Ukraine of blowing up power lines from the Kursk nuclear power plant and of cutting water supply to Donetsk in eastern Ukraine.

"Not supplying water to a city of more than a million people is an act of genocide," Mr Putin said, accusing the West of "complete silence" on these claims and of bias against Russia.

Risk of Russia using nuclear weapons has lessened, says Germany's Scholz

The risk of nuclear weapons being used in the Ukraine conflict has lessened "for the time being", says German Chancellor Olaf Scholz.

"Russia has stopped threatening to use nuclear weapons in response to the international community marking a red line," Mr Scholz said.

On Wednesday, Russia's Vladimir Putin suggested that Moscow would only use nuclear weapons in retaliation.

But the US denounced the comments as "loose talk".

Russia's capacity to use nuclear weapons has come under increased scrutiny since it invaded Ukraine in February. In an address to the nation in September, Mr Putin said his country had "various weapons of destruction" and would "use all the means available to us", adding: "I'm not bluffing."

In an interview on Thursday, Mr Scholz said that his recent visit to China had contributed to "putting a stop" to the threat of nuclear escalation.

He said that he and Chinese President Xi Jinping were in agreement that "nuclear weapons must not be used" and that the G20 countries had reaffirmed this position shortly afterwards.
