Problem Solved.
Those strange behavior was caused by Windows, or to be more precise by OneDrive.

Your stuff like Documents and Desktop Icons and such will be automatically saved in OneDrive if you are using Windows 10.
But i didnt want to save anything automatically in the cloud so i deactivated it and disabled OneDrive on my Computer.
Problem was i forgot to disable automatic saving in the Saved Games Folder. For that reason it was still watched by OneDrive but since i disabled OneDrive the Folders where locked until i would activate it again.
So i disabled automatic backup in this Folders also and now it uses the standard system folders where no write protection is active and everything works like a charm again.

Glue the mouse to the desk with a super glue, then, when fully dry, try to move both the mouse and the desk at the same time. Problem about too high mouse sensitivity solved.

Just picked the game up today, but I noticed that both of the periscopes are far off center to the right of my screen. Is there a fix for that?

This mod allows you to choose different GUI style (including with pericsopes in center):

or you can install TWoS as the above mod is included in it.

I fear I screwed up the command.cfg file, and I want to uninstall and reinstall the game and mods to reset everything fresh. I use the steam version, and would be interested in converting to (?) .

I can't turn my binoculars, UZO, or periscope at all, up or down. Weird, but everything else worked. I tried replacing 81-90 in command.cfg with some prompt someone wrote to allow me to invert Y axis. I do not know if the periscope situation worked before I did that or not.

- Battery is not charging.
- Repetitive "Standard Propulsion". BUG!!!

many more.. it is not playable at the moment.

The game behaves strangely and although it was released in 2010 - it eats up my computer's resources and I get constant lags and freezes. Who knows what can be done in this case?

My PC equipment: CPU AMD A10-7890K, GPU Nvidia GTX 1050ti, 16 Gb RAM

Also, would be really cool to make the crew speak German.
