Default Chesapeake Bay Danger Zone

Hi all,
'was recently sailing the mid-Chesapeake and had a grand old time sailing and skirting about the "danger zone" (as listed on the charts) around the mouth of the Potomac... US Pilot indicates that this rather large area is in active use as a naval gunnery range and for manoeuvres and that one should be prepared to be escorted out of it should one stray too far...
'never saw any of the orange & white range officer boats or any other activity for that matter (despite keeping a close watch with the 7x50s) in a week's worth of sailing however and am wondering when the best time of year for getting a gander (at a distance!) in those parts at our honored men & women afloat might be? and does the range use actually get curtailed at all by civilian summer traffic??
