Will JSGME be used to place mods in cold waters as in sh4??

I don't see why not, configuring it to update the override folder. Optionally you could update the game folder I guess but with the built in override system I think that would be easier and cleaner in case there was an error.

Yes, for sure. Create only subfolders like in game in Steam folder.
