Is the manual updated on a regular basis

Seriously considering taking the plunge but I want to be sure, with all the changes and advances in the game, that the manual is keeping up with them or will I have to go through endless patch notes to figure out what is going on.

Last manual update was 1.07. Current version is 1.09e, so it is pretty close.

Biggest "new" features are the neutral sand oil rigs. Sinking too many neutrals in a campaign will get you facing a court martial. Other than that, the manual should be mostly up to date.
