Yup, it was designed on windows 10 and the requirements are basically potato. Runs passable (as in playable with maybe 20-ish FPS) for me on a 10+ year old Core 2 Duo system (does have a decent for the time 1gb ATi 4870 graphics card though).

Honestly about the only thing I could envision having difficulty with this game is some of the new-fangled super low voltage tablets and the like. The integrated graphics in most new Intel and AMD processors.

Minimum Requirements
Intel Atom CPU
Windows XP
2gb memory
and 2gb free space disk space

I play it on an old mac mini server with intel hd4000 integrated graphics. Low but playable frame rates at 1080p with antialiasing and ambient occlusion turned off. Admittedly I have lots of ram the CPU is an i7, but considering old intel integrated graphics are terrible it's pretty impressive. I have no doubts more recent integrated chipsets would do fine, as they significantly outperform my hardware.

With the graphics options turned down, but still at full res, it is quite playable on a MacBook Air (1.7GHz i7 and onboard Intel HD 5000 graphics.)
Thanks to the devs for making it run as smoothly as it does on MacOS!

I can play it on my laptop that's a few years old and has an integrated graphics chip. I get about 20 FPS on medium settings at 1366x768 fullscreen res. Win8
