Make sure you're running version 1.1. I had to manually patch it and after that the keymap updated.

I'm not sure how to do it in vanilla game, but you can create a key-binding for it. I just installed this mod which works nicely.

You must be in your patrol area (marked on campaign map with a red line). Then ships will count
