The best practice in concealed carry is to carry the firearm in a holster which is kept concealed on your person
the holster should be comfortable and have a trigger cover end of story you conceal carry off person you run too many risks of someone either taking the firearm from you, or another person - such as in this case - discovering the firearm and accidentally discharging it into your chest sad, but it happens. purse carry is the worst... when thugs target a woman they are usually going for their purse anyhow, so now you are in a tug of war with another person over the object which contains your only means of self defense. Carry, always, but carry safely. The story is unfortunate, but i know too many people who have saved their own lives and the lives of others by carrying a concealed hand gun for this story to even have relevance beyond being a simple accident.

It already is.
There are legal carry techniques and illegal carry techniques, it is the responsibility of the permit holder to be familiar with the regulations governing their carriage of the firearm and adhere to them and train regularly to those standards. thing your statement overlooks... is that you could pass 1,000,000,000,000,000 laws - and it wont change the fact that accidents and bad things happen government cannot mandate us into lives free of harm or foul
