I long ago shortened the radar warning receiver's ranges to make them a little more interesting, get them to see me and at least drop ordnance.

Otherwise at non-edited receiver ranges they're pretty much zero threat and don't even do that.

Except for a relatively short time period in 1943, those German radar detectors were completely useless, because Allies changed radar wave-lenght pretty soon. So radar detectors shouldn't be of any help in SH3 anyway.

Right, plus some commanders never trusted them and so didn't use them anyway.
