That's easy. Just shut down the Steam client (right-click the tray icon and click "exit"), then navigate to:

C:\Program Files (x86)\Steam\steamapps\common\Cold Waters

...and double click ColdWaters.exe

You can even make a shortcut to the .exe or pin it if you like. CW doesn't need Steam to run.
