tonneage cant fill up..

just steam version1.2, and tdc 7.4.2-darkwraith and just megaum-ops mod and no other megamod..what's the problem?
i dont use open horizon and WOS ..
but i cant fill up my tonnage bar
help me please, poor english. sorry
