Scroll wheel sound effect

I'm just curious if anyone knows what I'm talking about when I mention that when ever I use my scroll wheel on my mouse to use my binoculars, a little sound effect plays. The issue is it will play whether or not you can use your binocs or not. Very annoying when zooming in on free camera or because I like to fidget with my scroll wheel irl so constantly hearing the little sound effect gets very old.

Its from a mod but im not sure which one its from, if any of you know what im talking about and can point to the right mod that adds this sound, id be very appreciated.
I can write my mod list if I need to as well but Im thinking its from Stormys DBSM but not 100% sure. Thanks!
