Question regarding info in data files

I am looking through the data files in SHII and I see the lines "captain" and "crew" included in unit entries with a number, usually 80 in most of the files. Is this an efficiency/veterancy rating? I suspect it is.

EDIT: Made a test mission with the subject ratings set at 20 for a target V&W. There appears to be an effect. Weather and time of day should have tripped the magic spot periscope routine. This never occurred. Fired one torpedo at the target, which took sufficient time and made sufficient noise to ensure detection and evasion (Time to target-~3 minutes. Range: ~3000m) No sign of evasion. Clean shot amidships. Will do further tests if anyone is interested. I know this game is old and there are a handful of players, but I am sure someone would be interested in any AI tweeks beyond what is known already.
