No, usually not, but there are exceptions, and while those exceptions are extraordinarily rare in most parts of the world they are more common in the US. I don't know how common, though.

For its main purpose it doesn't need large tanks - those tanks would offer an addional function.

No, it is not specifically used at train stations (but it could be used there, if necessary).

Some self-moving lift, like used for controlling and repairing electrical stuff and wire poles?
(I do not even know how this is called in Germany, saw it numerous times)

Indeed, one of it's key features is that it can be used in many different locations outside, usually outside of buildings.

^ not exactly, what i mean is a self-propelled and steerable moving lift. It comes with different number of wheels, and is steerable from the ground or from the platform at the top. Also used indoors like for expositions/fairs.
This "Hebebühne" you mentioned is stationary.
