I think what I'm getting at is right hand drive outside of Japan is pretty much countries that were part of the British Empire or Commonwealth.

Yes; though I've no specific knowledge that it ever was exported nor does the puzzle reflect any such exportation. In fact, the gizmo is on the left of the cabin.
