If you can't find plans on Internet, you might try looking for maritime museums in cities where ships of this class were built - they often have in their print collections ship blueprints. I recently got plans for one of ships I'm working on by emailing museum in its home port.

What's this ship ? It seems to me that it's a modern big merchant ship, probably very uncommon during WWII...

Looking at models you specified, Patapsco-class gasoline tanker looks awfully similar to small tanker that is present in SH5 TWoS (and probably in SH3 as well, since it looks like it's imported to SH5 from SH3). File name is NLTSf, game calls it "Small Tanker 1850t":
As for Crescent City, theres a plan here: https://www.navsource.org/archives/10/03/100302113.jpg Not detailed enough for hull modeling but according to Wikipedia these ships were based on C3 hulls so perhaps you can use C3 plan for modeling hull and the navsource one for superstructure.
