I see what your problem is hauangua. I set my ingame resolution to match yours (1366x768) and indeed, some GUI elements are really large now.

Yes, the message box from the lower right corner can become dragable if you enable appropriate option in OFEV (Message box tab)...
Also, all enigma elements are dragable by default.
Crew/damage/torpedo screens can not be moved but if you minimize your message box, they are quite usable still...
EDIT
You can also find in the OFEV few useful settings which will slide off the screen some GUI elements until you hover your cursor near the edge of the screen ect...

Even without any settings, it looks to me the game is still playable in your resolution,a bit "cramped" maybe, but playable...
