Seachlights and shore defences come under the Land tab
Drag and drop onto the map as you would a ship
Mines and Subnets are under the Ordnance tab
Again drag and drop but you will have to set out waypoints for them both
The distance between waypoints is how far the mines\subnets will run
Adding a radius to each waypoint on a minefield will give you a field of mines rather than a straight line
Just make sure radii dont overlap or CTD

Just a little note: I have not experienced any CTD's with overlapping radiis. OTH, I was quite impressed when experimenting with minefields and saw that shells landing in the field set off mines. Fun effect!
