SH1 - lack of escorts?

I haven't played much SH1 (maybe more AOD).

Anyway, I started a career in early '42. I haven't seen that convoys (even medium) are well escorted. In fact, yesterday, I ran into a medium convoy with not a single escort.

Does this have anything to do with historical modeling? Meaning in the beginning of the war the USN was going after capital ships and then later they switched to commerce raiding. So, are Japanese merchants going to be better escorted in '43 and '44? (Also, as the number of merchants a reduced that should leave more escorts available for the remaining merchants.)
