Default CTD's When encountering IJN Escorts

The game immediately crashes whenever I see escorts by periscope. It happens in new saves.

Mods loaded are
100_RFB_2.0_with patch
RSRDC_RFB_V575
RSRDS_5xx_Patch 1
OTC RFB 2.O
Fleetboat Interior TMO2.5_BH_U_2.0
Improved Stock Environmentv3_TMO&RFB
CSL Custom Map Colors Historical
Stop The Shouting
410 TMO Plot09032013

Any insights would be much appreciated.

Several issues with your mod list:
1. vickers03's FI-OQ is not completely compatible with RFB. Really cool and excellent mod, but not compatible -
2. TMO Plot is not either. The Roster does not match -
3. You are probably also running out of usable RAM in the sandbox that Windows gives 32-bit apps. Try using NTCore's 4GB Patch on the SH4.exe file, after you make certain it is not set to Read-only in the Properties window for it -
4. When changing mod lists with JSGME, you must empty the Save folder via Windows Explorer (File Manager) to clear the old data, which is then re-constructed when you next run the game.
You could also use MultiSH4 v1.5 to create a unique 3-character Save folder name for the modded game. Prior to using that, you do have to make certain that the game's FileManager.dll file is also write enabled by clearing the "Read-only" attribute on its Properties page. To get to the "Properties" page for a file, right-click on its name in Windows Explorer, and choose "Properties" from the bottom of the resultant Context Menu. The Properties page will open to the "General" tab, and in the bottom "Attributes" section is a tick box for "Read-only". Make certain that is cleared, and either Apply, or OK your way back... Both 1. and 2. above are mods that are specific to a given mod, and 1. can cause issues as you describe. Number 2. would just not have all of the ships represented as dots on the NavMap would be the only possible symptom.
