Default panama ship

Hello, I have a question.
a Panamanian ship sailing alone in the Mediterranean in 29/03/1941 , is it an authorized target? I use the mod The Wolves of Steel. thank you !

Panama declared war on Germany December 13, 1941, so no.

Strangely, Panama is not in the list of neutral countries in mod documents and does not use navigation lights . in addition, it participates in the convoys of the allies before December 13, 1941.
the government of president arnulfo arias was openly fascist and considered pro-Axis by the Allies, these are the reasons for my doubts! thanks for your answer, i will actually follow the historical date of declaration of war

I think Panama did as the Americans pre war declaration, they helped GB for war materials but not officially in war...

j'ai laisser passer ce cargo panaméen de 7700 tonnage mais c'est pour la bonne cause . mais oui effectivement , il y a des exemples convois alliés avant le 13 décembre 1941 comprenant des cargos panaméens.
