I downloaded the zip files then extracted them into a folder. Then went to JSGME and unloaded TMO/RSRDC and used the task button to import the mods. Hmmm. Try starting up a German career. Then see if it gives you the option of starting a game in 1939 with one of the early Atlantic flotillas. If those options are there you should have OM installed. I've never seen a title/loading screen for OM.
