This mod improves the uniform textures, it doesn't change which uniforms the crew is wearing.
Uniform changes are accomplished with body part model changes. The crew do not change uniforms at all in stock. Some look different because Pascal is using a crew mod in his screenshots. That mod introduces some task-based uniform changes - leathers when on bridge watch, for instance. It would be possible to script weather-based uniform changes if the weather state can be determined. At this point, it's unknown if that is possible.
