This is only a guess on my part, but maybe the Nav was on record as objecting to the actions (or lack of) by the CO and XO?

Relieving the COB makes it tricky. It implies that the crew wasn't on board with how the boat was being driven, but the COB backed the skipper or just wasn't doing his job? This will probably get white washed as "loss in confidence" so its tough to figure out what really happened.

This is turning out as a pretty good story. We should know most of it in a couple of months, or at least enough of it to get the dots to stack up.

Keep in mind- "so far".
Discipline in the Navy tends to run downhill, there are probably more heads going on the chopping block.
