Except Berlin, there you have the Berlin interpretation of the topic 365 days a year.
You have "Rosenmontagsumzüge" practically in all parts of Germany, and "Karnevallsgesellschaften", and "Festzelte". The Ruhr area is only the outstanding hotspot, but it is not the exclusive German carnival zone.
Pretty much like the Oktoberfest's original hotspot is Munich, but you have smaller copies of it practically everywhere in Germany now. Even in Berlin.
