The latter: most u-boat bases outside France had not bunkers, and for many of the bases which at some point had one or more bunkers, construction works ended (and/or started) long after they had become operative bases.
uboataces got a table listing all the bunkers with their construction dates, but I can provide further information on the topic if needed.
