You would want the AOTD_MadMax team's Fall of the Rising Sun (FOTRS) v2.0 for SH4v1.4, which is what FotRSU is based on:

The MadMax team did have a patch for that, and we had done some further "fixes" for it that eliminated the "run-a-way" spawn issues that the mod had. If I can find those, I'll PM you the links.
