You can choose the "free walk" in the control room, with a shortcut. I don't remember what shortcut it was, something like Alt (or Alt Gr) + F2 or F8... try different things yourself. But not Alt + F4 of course...

Also, it might be written in the shortcuts list that you can access in game by hitting F1.

And yes, you can select the revolution speed by clicking on the dial.
