As to the ontopic - they probably failed to contain the infection due to the travel Chinese do on the new year. And it would appear that centralised government from Beijing took over running this operation from the local (municipal) authorities.

During the last pandemic they build a huge hospital from scratch, equipped it and started operation
in either 7 or 11 days.
(The new mega airport at Bejing they build in a fraction of the time they so far have consumed at Berlin).
