One more step closer to home.
Found out what the resolution issue was, for me at least. I finally am able to play the game without a window in window mode.
Seems I was having Direct X conflicts between files and newer systems not loading up the correct .dll files it needed. Just copied (2) .dll files from one SH4 folder with the SystemWOW64 file and dropped them in the main SH4 file and I'm good.
