These ones are smaller in filesize and I loaded in (it was a storm) and I was shocked that up until now, I've never seen any lightnings (i use dynenv 2.9)

I don't think so. I am sure I have witnessed some thunders both in vanilla game and in game modded with DynEnv, though thunderstorms are a rather rare event. The fisrt time it happened I didn't notice the lightning, but the sound made me jump on my chair lol
