The OSI application is linked and installed within the UPlay browser, so if you are playing without it (i mean not launching the game from the browser itself or blocked its launch with TDW Generic patcher) most probably the OSI is not running and your game will not update correctly the campaign data.
Other MODS are not related to the OSI (unless you are playing OHII campaign within TWOS or Sober Mega MOD...) so you can have them installed or not, no problem with that

I strongly recommend to launch the game from the UPlay browser and to have the UPlay launch enabled with TDW Generic Patcher (not important if online or not, it is the same) and to apply my fix if you are experiencing problems !
