If it's anything like mine, you need to specify the data (name, portrange, etc) and then add it to the list. Then select it from the list and assign it to a device.
I think in your case just fill it in, click "add", select it from the list below and enable; either by selecting enable in that top option or by placing a checkmark on the left side in the box, next to the entry you added.
