It is a little bit of everything apparently, mix together by AOTD_MadMax, but in the original ReadMe, he thanks with "
W_Clear - Environmental Color Mod 5.0 reworked by MadMax", so his stuff is probably pre-dominant.

Narwhal isn't missing. It just isn't available at the start, and a few other places at various times. You can start the war with one in the Off Midway choice at the end of the CareerStarts. It is available in April 1942 at other locations. Slight changes coming to that in the next release also.
