You don't ...When I release update v2.2.17 then you can use just an update.

It can be anything and I cant really say from this point what is wrong with your game without more detailed information. In these situations I usually suggest clean game reinstallation and new campaign start. But before that you can upload you Kiel bunker save and I'll check it out (you can also upload one before Kiel as well).
