Well this is weird, if I copy
cmd.exe to any other folder than Windows\System32 and execute a dos window from here everything works 100%, so that is one way out
but it seems weird since ipconfig.exe and chkdsk.exe reside in the Windows\System32 folder yet they will execute within the dos window with no problems!!
Surely this has to be access rights to the System32 folder?
