Hi, which version of TWoS? Neutral and prohibited shipping was expanded in 2.2.23 if I recall.

If you have latest version, then general rules are:

- Ships of neutral nations are not to be attacked, unless they act hostile towards you or sail without navigation lights at night. In latest versions of TWoS, you will see neutral nation's merchant ships carrying contraband to Allies, these sail without nav lights on and often in Allied controlled territory (or even under Allied escort). Despite neutral flag, these are treated by game as enemies.

- Ships of hostile nations are fair game except for hospital ships.

Now, radio messages (based on real orders from WW2) reflect complicated and often changing rules BdU impressed upon captains in early period of the war. These texts are just flavour but you're free to use them to roleplay.
