If it is a fresh install, that leaves 2 questions that come to mind:
1: Is it downloaded through Steam?
2: If NOT, then have you patched to version 1.4b?

Since you have re-installed it
should be a clean install, so the game version is all I can think of ATM.
Someone with more sleep may have a few more ideas.
