No, I am using 1.03 and 1.03 patch 4. Still no TAI map. I downloaded it yesterday.
"Edit" I found the TAI map. But the binoculars are still strange.
When I look through my binoculars it is just like looking through the periscope, with one circle, you know? Not like default binoculars with two circles.
