next, seriously consider using Jones Software tool to apply your mod set. if you were attempting to apply a mod set without JSGME, it would be interesting to know how you are applying it, because that could be another reason you are seeing no content.

Go back and read my first post, I initially tried SH4 vanilla.
I then installed TMO and got it working.
So my issue is with vanilla SH4 no JSGME needed for a vanilla install.
I own SH4 gold edition that I have owned for years bought the ubisoft.
At any rate I just re-installed Windows 11 for the 2nd time this weekend and now vanilla SH4 is working properly.
