Especially if you add on the free Fighting Steel Project from Naval Warfare Simulations (
http://www.navalwarfare.net/ ). It adds a lot more ships (including carriers, subs, and torpedo boats) to the four original navies; also add ships from the Soviet, French, Italian, and Dutch navies; and a lot more realism. Plus a ton of user created scenarios, both historical and fantasy. They also have a campaign simulator for FSP called Thunder At Sea.
Also, if you have Win XP Service Pack 2 and/or Direct X 9.0c, it's the only way you can play FS. Without FSP, you'll get a crash to desktop every time you try to change course.
NWS is also currently working on a new naval warfare game, Navies At War. It's only going to be 2D, not 3D like FS, but it will have far more ships, land, bigger battles allowed, and cover the era from 1890 to 1950. It won't be coming out until sometime next year though.
