Strange; in AOD, via Steve's hex editing one can choose a port they want. Then at the most, they start their first patrol at x port but the next patrol is from the port chosen via the hex edit. There's even a message (paraphrasing) saying "Go to <new port> at the end of your patrol".
At least with a career start anyway.
