my advice is try the 'steamfix.exe' in the forum 'download' sector, silent hunter III folder; it runs likes a update patch
alter the sh3.exe turn your steam version SH3 into something more compatiable to run mods.
and also it act as if a crack patch, which decline the presence of steam, so you can run the game without steam.
