You should try to redownload the installer. It may be corrupted...
If that doesnt do any help than use this v2.2.0 installer (
http://www.mediafire.com/file/87kc1x..._Full.exe/file) and later apply latest v2.2.0 to v2.2.16 update which you can download here...
