I used to play GWX3 exclusivity and had the same issue as you. Someone suggested I use the 3rd Flotilla Mod from NYGM. Here at

It worked for me. Also don't enable it too soon in your mod soup. I enable it before "the Supplement to V16B1" and I receive all my radio messages too. Hope this helps
