I didn't really followed, so maybe I'm wrong in details. Its main and sole developer stopped to work on it due to low chance of success of a commercial version or whatever, but open-sourced the project: https://github.com/gcblue/gcblue. After that, there was another update (1.26.004) by a modder (forgot his name, he did some AI scripts and DB modding), but then he went to university. So, the project is on hold, or, as I see it, pretty much dead.
