The 'file' cannot be opened because it is in a 'zipped' (compressed) folder. You must 'unzip' it before you can open it. To do this you need a progam to do that for you. You may have such a program on your machine already, what you need to do is right-click on the JSGME folder you downloaded and see if there is an option to 'unzip'. If not you can get such a program called 7-Zip from subsim for free here:

choose save or run (doesn't make much dif).

Once you have 7-zip installed right click on your JSGME folder and select '7-zip' from the menu and then 'Extract here'. You should then see the JSGME setup app apear. Run that and you're good to go. Neal Stevens made a handy PDF guide to seting it up here:
