Its kinda silly to me. I mean 7 out of 10 mods i've downloaded so far are less than a single MB. With these types of small adjustment mods I woudn't think you would need to limit the number of downloads you can do a day. Maybe you could limit the mods that are massive in size, and when i mean massive, i mean 2 or more MB.
